Council regulations

📜 The Sobornoye Ulozhenie (Council Code) of 1649 became one of the most important legal documents in the history of the Russian state. By the middle of the 17th century, earlier laws could no longer fully regulate the life of a rapidly developing country. After the Time of Troubles, central authority became stronger, state institutions expanded, and the number of legal and administrative issues increased. In addition, the Salt Riot of 1648 demonstrated the need to organize the legal system and strengthen public confidence in the government. For this reason, the Zemsky Sobor was convened to prepare a new and comprehensive code of laws. ⚖️ The Sobornoye Ulozhenie combined numerous earlier laws and regulations into a single legal code. It established detailed rules for the courts, the responsibilities of government officials, taxation, criminal punishment, and the protection of state authority. Special attention was given to the rights and duties of different social classes. The document contained nearly one thousand articles, making it one of the most complete legal codes of its time and providing a more unified system of justice throughout the country. 🌾 One of its most significant provisions was the final legal establishment of serfdom. The code introduced an unlimited search period for runaway peasants, greatly strengthening their dependence on landowners. It also confirmed the existing social hierarchy, defined the obligations of service nobles, and clarified many aspects of state administration. Many of its laws were designed to maintain public order and reinforce the authority of the tsar, who remained the supreme source of political power in the Russian state. 🏛️ The importance of the Sobornoye Ulozhenie was enormous. It became the foundation of Russian legislation for almost two centuries and remained in force until the major legal reforms of the 19th century. The new code helped create a more consistent judicial system and strengthened the centralized administration of the country. Although some of its provisions were later regarded as too strict, the Sobornoye Ulozhenie played a crucial role in the development of Russian law and remains one of the most significant legal documents in Russian history.
